Basic strategy is designed to work over time, not for every single round. Statistically, that chart will give you the best statistical play, but it may not beat the dealer every time; it just has a better chance of beating the dealer than another move will.
The house edge on blackjack is usually around 2% to 5%. Playing perfect basic strategy will narrow that edge to about one half of a percent. So while basic strategy will not guarantee a win every time, it will give you more chances of winning than playing randomly.
If you are playing at a land based casino, you can teach yourself to card count. But you will need to practice it to the point that casino staff would not be able to catch you. Card counting is a skill in which the player adds and subtracts assigned values of the cards that are played to get an idea of how rich or not rich in high cards the remaining deck is. If it is richer in high cards, then a player will typically increase their bet. But card counting is ineffectual online and cannot be used. The best option here is to use a betting strategy that will tell you how to bet based on how you are losing or winning.
Two betting strategies are the Martingale method and the Paroli method. The Martingale dictates to double your bet for every hand that you lose; in this way you win big when you do finally win. However, you tend to need a larger bankroll to cover that sort of betting. The Paroli method tells players to double their bets when they win in order to take advantage of winning streaks. The advantage here is that a large bankroll is not required and there is less risk, but winnings tend to be smaller.
